Duties

Performs professional social work principles and competencies to provide mental health diagnosis, treatment, research, consultation, and preventive programs for individuals, families, groups, and organizations in military communities. Work involves teaching, supervising, and directing clinical social work and related mental health programs.
The primary purpose of this position is to provide operational leadership consultation, direct client services, community capacity building, preventive, remedial, and support services aimed at improving and sustaining the psychological health of the Wyoming National Guard's (WYNG) 153d Airlift Wing's (153 AW) military members and their families. As a part of the 153 AW's Director of Psychological Health (DPH) Program, provides access to a full range of professional services for the populations served. The Psychological Health Program provides consultation to operational leadership on psychological health issues and vertical integration of Military Service and Department of Defense (DoD)-wide psychological health initiatives and population-health monitoring. Clinical and administrative duties focus on outreach, education and prevention, needs-based and psychosocial assessment, diagnosis, short-term problem resolution, and provision of or referral to evidenced-based interventions.
Responsibilities include providing primary, secondary, and tertiary prevention programs, specialty training for health care professionals and other personnel on issues related to the psychological health of Airmen and their families, and multi-level community organization, collaboration, and enhancement. Individuals requiring clinical interventions (i.e., clinical treatment) for other than short-term problem resolution should immediately be referred to an appropriate and competent clinical professional. It will promote the availability of and access to an adequate continuum of care to members. Will ensure clinical mental health services being provided are integrated with other counseling and supportive services at the installation level, and from Federal, State, and territory, as well as military and non-military organizations external to the installation (e.g., Military OneSource, Military and Family Life Consultants, and TRICARE Network).

GS-0185-12 positions are within the professional series IAW 5 USC §3319, and compensably disabled preference eligible veterans (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC §3313). 1. Master of Social Work from an institution accredited by the Council on Social Work Education is highly desired. Candidate must be a qualified Mental Health professional IAW AFI 44-119, Medical Quality Operations.
2. Able to obtain and maintain the appropriate security clearance (Secret/Tier 3).
3. Drug testing designated position. The incumbent is subject to random testing for drug use.
4. Selective Placement Factor: Possess a current, unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands.
5. Must be privileged for independent practice by the Credentials Committee at the employing Medical Treatment Facility.
6. A minimum of two (2) years within the past five (5) years in the independent practice of clinical social work is highly desired.
7. Requires Basic Life Support (BLS) in accordance with local Medical Group policies. Must be obtained with 6 months of onboarding.
8. May occasionally require travel away from the normal duty station on military or commercial aircraft.
9. May share on-call duty during weeknights and/or weekends on a rotational basis as required consistent with other mental health professionals of the same specialty performing like duties.
10. May have "regular contact with children," requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.
11. Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by The Adjutant General.

Qualifications

AREAS OF CONSIDERATION:
Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard.
Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen of the WYNG are provided preference eligibility to compete for NG T5 positions.

BASIC REQUIREMENT

c. SPECIALIZED EXPERIENCE
Must have at least 24 months in clinical social work assignments, that may have included conducting individual and group psychotherapy, and marriage and family counseling; organizing, managing, and administering adult, child and family prevention and outreach services; interviewing clients to establish the nature and extent of concerns/issues, providing professional assistance, and determining appropriate referral services/opinions; and in planning and implementing professional community organizational strategies and initiatives; formulating of needs assessments, development of prevention programs, and marketing of developed programs.
Completion of the Air Force Social Work Internship Program may be substituted for 12 months of the specialized experience requirement. Must include proof with application.
This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Knowledge of social work theories, principles, techniques, and resources. Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate.
Must understand labor relations, military operations, and the Military Health System, TRICARE and Veterans Administration as it pertains to the NG Psychological Health Program.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

1. 4. Professional knowledge of a wide array of psychological problems and disorders that affect adults, families, and organizations and the varied resources needed to treat them.
5. Professional knowledge of problem-solving strategies and evidence-based treatments for a full range of psychiatric disorders to plan and provide short-term problem resolution to clients or refer them appropriately for clinical treatment.

Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians:
MR or NG Technicians who will lose or lost military membership through no fault of their own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement may exercise preference eligibility to DoD positions with the local commuting area in accordance with section 3329(b) of Title 5, U.S.C. This preference eligibility is valid for 1 year after separation.

VETERANS' PREFERENCE ELIGIBLES:
Provide supporting documentation for all Veterans' Preference claims e.g., DD 214, SF-15, VA Disability Ratings, etc. (if applicable)
Applicant MUST submit appropriate documentation. Failure to do so WILL result in loss of veteran's preference.
Legible copy of DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA Call Center or online.
NOTE: Prior to appointment, agency will require veteran to provide a copy of the DD-214.
a. CPS - 10-Point 30 Percent Compensable Disability Preference based on a service-connected disability of 30% or more.
b. CP - 10-Point Compensable Disability Preference based on a service-connected disability of 10% or more, but less than 30%.
c. XP - 10-Point Disability Preference; granted to recipients of the Purple Heart, persons with a non-compensable service-connected disability (less than 10%).
d. XP - 10-Point Derived Preference; granted to widow/widower or mother of a deceased veteran, or spouse or mother of a disabled veteran.
e. TP - 5-point preference.
f. SSP - 0-point Preference
If claiming 10-point preference, submit a Standard Form (SF-15) "Application for 10-point Veterans' Preference." (http://www.opm.gov/forms/pdf_fill/SF15.pdf)
Military retirees at the rank of major, lieutenant commander, or higher are not eligible for preference in appointment unless they are disabled veterans. (This does not apply to Reservists who will not begin drawing military retired pay until age 60.)
For non-disabled users, active duty for training by National Guard or Reserve soldiers does not qualify as "active duty" for preference.
